Apreciados compañeros:
Saludos desde Washington, DC, donde los primeros días cálidos de nuestro otoño se han vuelto fríos como conviene a la época, aunque necesitamos lluvia y aun no ha helado, tantas flores siguen en plena floración – en particular los Rosales de todo el centro ciudad.
He regresado hace poco tras haber acudido a la reunión del Comité de Paisajes Culturales del ICOMOS/IFLA en Shelburne, en Vermont, EE.UU. (fui hospedada por la presidenta del Comité de Paisajes Culturales de IFLA, Patricia O'Donnell, que también es miembro del Comité de Paisajes Culturales del ICOMOS/IFLA); a la Asamblea General del ICOMOS en la ciudad de Quebec, en Canadá y a la Reunión Anual de ASLA en Filadelfia, en Pensilvania, EE.UU. Todas estas reuniones tuvieron mucho éxito y serán más informados de todo ello en otras publicaciones pero quería ponerles al día de manera breve de éstas y otras actividades de la región Américas de IFLA.
- Asamblea General de ICOMOS – Durante la sesión de apertura el 30 de septiembre, los Presidentes de IFLA, Diane Menzies y del ICOMOS, Michael Petzet firmaron un Acuerdo ICOMOS/IFLA que formaliza una larga relación de colaboración a través del Comité Científico Internacional (ISC) conjunto ICOMOS/IFLA sobre Paisajes Culturales y expandirla para cubrir otras actividades que proporcionen mejores servicios a los miembros de ambas organizaciones (vean el IFLA News Brief n°10). Todas las asociaciones deberían aprovechar este acuerdo para reforzar su relación con los Comités Nacionales del ICOMOS en sus países respectivos.
- Reuniones del Comité de Paisajes Culturales ICOMOS/IFLA – El objetivo principal de estas reuniones era desarrollar unas directrices científicas que sirvan a los examinadores de los Sitios de Patrimonio Mundial (World Heritage Sites) para la evaluación de aquellos sitios propuestos por su significado como paisajes culturales. Mónica Luengo de España, que fue elegida nueva presidenta del Comité de Paisajes Culturales del ICOMOS/IFLA, nombró a Patricia O'Donnell enlace oficial de IFLA con el comité conjunto y Carlos Jankilevich, Presidente del Comité de Paisajes Culturales para la Region Américas de IFLA asumió el cargo de editor del boletín del Comité de Paisajes Culturales del ICOMOS/IFLA que ya ha distribuido a los delegados de IFLA. También participaron otros miembros del Comité de Paisajes Culturales de las Américas así como miembros del ICOMOS de demás regiones.
- Reunión Anual de ASLA – La Presidenta de IFLA, Diane Menzies hizo una presentación de IFLA y sus actividades ante el Consejo de Administración y asistió a unos eventos de la reunión antes de viajar a Bolivia para dar unas conferencias y participar a unas reuniones con la SAPEMA. Paulo Pellegrino, Presidente del Congreso Mundial 2009 de IFLA - Rio de Janeiro, Brasil - 21-23 de octubre, acudió para distribuir unos folletos y establecer contactos con posibles ponentes e expositores. Durante el banquete de clausura, el Presidente de ASLA, Perry Howard entrego la Medalla ASLA del Presidente a Jim Taylor por sus continuos servicios a ASLA y a la profesión internacional haciendo avanzar la educación a escala mundial y la profesión en Africa a través de sus esfuerzos como Presidente de los Comités de Educación y Africa de IFLA.
Puestas al día/Acciones de la Region Américas de IFLA desde Apeldoorn
- Comunicación
Página Web de IFLA – El Vicepresidente de la Región Europea de IFLA, Fritz Auweck y la Administradora de IFLA, Christine Bavassa están trabajando con un asesor en Bruselas para diseñar y desarrollar la nueva página web de IFLA que incorporará una página web de cada una de las regiones siguiendo un mismo formato. La Secretaria de la Region Américas de IFLA, Desiree Martínez y la Delegada del ICHAP, Paula Villagra han aconsejado sobre el formato de la página web para las Américas y sobre la organización de su contenido que pronto facilitaran.
- Página web de la Region Américas de IFLA - Desiree ya ha pedido sugerencias y ejemplos para el contenido pero se acordó en Apeldoorn que parte del contenido había de ser desarrollado enfocando la diversidad de nuestra región. Desiree seguirá de cerca las peticiones de información y los plazos a medida que la página web vaya desarrollándose. No obstante, las tareas especificas decididas en Apeldoorn son:
- Declaración sobre Misión/Visión - Presidente, Diana Henriquez: otros participantes : Gloria Aponte, Patricia O'Donnell, Fernando Britos, y Desiree Martínez – Han acordado desarrollar el texto que definirá el carácter único y la diversidad de nuestra región, reconociendo a las poblaciones indígenas y que la colonización fue un factor importante que definió la huella humana en los paisajes.
Comités – Cada comité ha de desarrollar la información para la página web. Aquí, también, tendrá que reflejar el carácter exclusivo de nuestra región, por ejemplo, una introducción que represente la diversidad de los paisajes culturales de la región Américas con un enlace a la página web del Comité de Paisajes Culturales de IFLA.
- Fotografías – Todas las asociaciones tendrán que suministrar unas fotografías de sus áreas/proyectos para la página web.
- Abril 2009 – Mes de la Arquitectura del Paisaje – En 2008, el CAAP (Argentina), la AUDADP (Uruguay), la SAP (Colombia), la ABAP (Brasil) la CSLA (Canadá) y ASLA (EE.UU) han llevado a cabo con éxito unas actividades para el Mes de la Arquitectura del Paisaje tales como exposiciones, conferencias, viajes, talleres, la presentación de una publicación, un festival cinematográfico, reuniones técnicas sobre normas de práctica para proyectos como unos patios de recreo o la gestión del agua y el día de las profesiones en las escuelas. Todas las asociaciones han de empezar a planificar unos eventos para Abril de 2009.
- El Boletín de IFLA (IFLA News) – Un número próximo será dedicado a la Región Américas, probablemente en Mayo, con plazo final a últimos de Abril. Por lo que les ruego empiecen a pensar en los artículos que su asociación o comités regionales quieran presentar. Muchos artículos podrían formar parte de las actividades del Mes de la Arquitectura del Paisaje.
o Educación – Esta es la mayor prioridad de la región junto con el desarrollo de nuestra propia página web. Por consiguiente, se acordó en Apeldoorn que habría una reunión del Comité de Educación entre entonces y el próximo Congreso Mundial. Gloria Aponte, que ha sucedido a Alejandro Cabeza en calidad de Presidenta del comité Américas, accedió a trabajar con Jim Taylor. El resultado es el Simposio del que se hace referencia más adelante - Gloria Aponte ha llevado este proyecto a escala mundial incluyendo todos los programas de nuestra región e identificando los programas acreditados.
o Seminario sobre la Educación en Arquitectura del Paisaje en licenciatura y post-grado: Experiencias en Chile, Santiago (Chile), Septiembre 2008. Escuela de Arquitectura del Paisaje de la Universidad Central de Chile. El seminario estaba planificado para ofrecer tiempo para el debate y para la reflexión sobre la educación en paisaje desde unos enfoques yendo desde la ecología y las ciencias medioambientales hasta la estética del diseño y su dimensión cultural. Se informara de ello próximamente en el Boletín de IFLA.
- Simposio sobre Educación en Arquitectura del Paisaje - Medellín, Colombia - 13-15 de noviembre, 2008 – Organizado por el Comité de Educación de IFLA y la Universidad Pontificia Bolivariana. El objetivo es centrar la atención, el estado y las perspectivas de los programas educativos en arquitectura del paisaje en Latinoamérica. El Comité de Educación de IFLA asumirá parte de los gastos y ASLA patrocinara a su Vicepresidente para la Educación, Terry Clements que dará una ponencia.
- Paisajes Culturales – La Presidenta del Comité de Paisajes Culturales de IFLA, Patricia O'Donnell ha pedido que recuerde a los miembros del Comité de Paisajes Culturales de la Region Américas de IFLA que le envíen ejemplos de Inventarios de Paisajes Culturales y fotografías de diversos paisajes culturales para que los cargue en la página web del Comité de Paisajes Culturales de IFLA gestionada por su oficina y cuya dirección es: http://www.iflaclc.org .
- Afiliación – Se han formado asociaciones tanto de Centro América y del Caribe como de Paraguay pero sus Presidentes han de enviar una solicitud formal de afiliación a IFLA junto con sus estatutos y reglamentos internos a la Secretaria General de IFLA, Virginia Laboranti para su examen y recomendación para su aprobación ante el Consejo Mundial en el próximo Congreso Mundial en Brasil.
- Congresos y Conferencias – Organizar tales eventos requiere tiempo y esfuerzo por parte de la asociación anfitriona pero también pueden servir de foco para involucrar y ganar miembros y estudiantes así como para implicar a asociaciones de profesiones aliadas tales como la UIA, ICOMOS e IFPRA con las que IFLA tiene ahora acuerdos, y promocionar la profesión ante organizaciones gubernamentales públicas, locales y nacionales. El resultado final es a menudo un refuerzo de la Asociacion.
- Consejo y Congreso Mundiales de IFLA 2009 – Rio de Janeiro (Brasil) – 19-23 de octubre. La próxima Reunión del Consejo de la Region Américas tendrá lugar conjuntamente con la reunión del Consejo Mundial.
- Conferencia 2010 de la Region Américas de IFLA – Aunque en Apeldoorn a los Delegados les entusiasmó la posibilidad de ver a Chile (ICHAP) hospedar dicha conferencia, inicialmente ICHAP no creía tener la capacidad para ello. Sin embargo, están contemplando organizarla en colaboración con las Escuelas de Arquitectura del Paisaje de la Universidad Central de Chile y la Universidad Católica.
- Conferencias de la Region Américas de IFLA 2011-2013 – Los Delegados habrían de preguntar a sus asociaciones si estarían dispuestas a hospedar unas conferencias en esas fechas.
- Consejo y Congreso Mundiales de IFLA 2014 – Vuelve a ser el turno de la Region Américas por lo que se requiere un huésped.
En el caso que su Asociacion desee hospedar una de las conferencias mencionadas más arriba, ruego me lo hagan saber lo antes posible para que podamos coordinar responsabilidades para varios años. Su apoyo será muy apreciado. Existe un Comité de Conferencias así como una guía de ayuda a la organización de Congresos y Conferencias. Además el Consejo Ejecutivo de IFLA puede proporcionarles su apoyo. Virginia Laboranti es la presidenta del Comité de Congresos y Conferencias de IFLA.
Para concluir, espero que Uds. y sus Asociaciones estén bien y que la profesión en sus países esté avanzando. Les animo a todos a enviar con tiempo los anuncios de sus actividades a Desiree para que pueda empezar a recopilar un calendario regional de eventos para la página web y trasmitirlo a Christine Bavassa para su incorporación en las “Breves” (IFLA News Brief) de IFLA. Además, los responsables de proporcionar la información para la página web de las Américas han de empezar a producirla cuanto antes.

Dear Colleagues:
Greetings from Washington, DC, where the early warm days of our fall have
turned seasonably cold, although we need rain and there has been no frost
yet, so many flowers are still in glorious bloom - especially shrub roses
throughout the downtown area.
Recently I returned from attending the ICOMOS/IFLA Cultural Landscape
Committee meetings in Shelburne, Vermont, USA (hosted by IFLA CLC Chair
Patricia O'Donnell, who is also a member of the ICOMOS/IFLA CLC) and
Quebec, Canada; the ICOMOS General Assembly in Quebec; and the ASLA Annual
Meetings in Philadelphia, Pennsylvania, USA. All meetings were very
successful and you will be getting more detailed reports in other
publications, but I wanted to provide you some brief up-dates on these and
other IFLA Americas Region activities.
ICOMOS General Assembly - At the opening session on September 30th, IFLA
President Diane Menzies and ICOMOS President Michael Petzet signed an
ICOMOS/IFLA Agreement to formalize our long relationship of collaboration
through the joint ICOMOS/IFLA International Scientific Committee (ISC) on
Cultural Landscapes and expand it to cover other activities to provide
enhanced services for members of both organizations. (See IFLA News Brief
#10). All Associations should take advantage of this to strengthen their
relationships with ICOMOS National Committees in their countries.
ICOMOS/IFLA Cultural Landscape Committee Meetings - The main goal of these
meetings was to develop specific guidelines to help reviewers of World
Heritage Sites evaluate those which are being proposed for their
significance as cultural landscapes. Monica Luengo of Spain, who was
elected the new president of the ICOMOS/IFLA CLC, appointed Patricia
O'Donnell as official IFLA liaison with the joint committee, and Carlos
Jankilevich, Chair of the IFLA Americas Region CLC assumed the position as
editor of the ICOMOS/IFLA CLC Newsletter, which he has already distributed
to IFLA Delegates, as well. Other IFLA CLC members from Americas and other
regions who are also members of ICOMOS also participated.
ASLA Annual Meeting - IFLA President Diane Menzies gave a presentation on
IFLA and its activities to the ASLA Board of Trustees and attended meeting
events before travelling on to Bolivia for presentations and meetings with
SAPEMA. Paulo Pellegrino, Chair of the 2009 IFLA World Congress - Rio de
Janiero, Brazil - October 21-23, attended to distribute brochures and make
contacts with potential speakers and exhibitors. At the closing Banquet,
ASLA President Perry Howard presented the ASLA President's Medal to Jim
Taylor for his sustained serivce to ASLA and the international profession
in advancing education throughout the world, and the profession, in Africa,
through his efforts as Chair of the IFLA Education and Africa Committees.
IFLA Americas Region Up-dates/Action since Apeldoorn
Communication
IFLA Website - IFLA European Region Vice President Fritz
Auweck and IFLA Administrator Christine Bavassa are working
with a consultant in Brussels to design and develop a new IFLA
Website that will include webpages for all of the regions in a
similar format. IFLA Americas Region Secretary Desiree
Martinez and ICHAP Delegate Paula Villagra have been advising
on the Americas webpage format and organization of content, but
that content must be supplied soon.
IFLA Americas Webpage - Desiree has already sent out a request
for suggestions and examples for content, but it was agreed in
Apeldoorn that certain content needed to be developed to
address the diversity of our region. Desiree will follow up
with information requests and deadlines as the website
development progresses, but specific assignments from Apeldoorn
are:
MIssion/Vision Statement - Chair, Diana Henriquez: other
participants: Gloria Aponte, Patricia O'Donnell, Fernando
Britos, and Desiree Martinez - Agreed to develop text
that will define the unique character and diversity of
our region, recognize indigenous peoples and that
colonization was an important factor that defined the
imprint of humanity on the landscape.
Committees - Each committee needs to develop the
information it wants on the webpage. This, too, should
reflect our regional uniqueness. For example, an
introduction that represents the diversity of our
Americas Cultural Landscapes and a link to the IFLA CLC
website.
Photographs - All Associations need to provide photos of
their areas/projects to use on the webpage.
April 2009 - Landscape Architecture Month - Argentina – CAAP,
Uruguay- AUDADP, Colombia – SAP, Brazil - ABAP, Canada - CSLA,
and USA - ASLA all had successful LA Month activities in 2008,
such as exhibitions, conferences, journeys, workshops, the
presentation of a publication, film festivals, technical
meetings on practice standards for projects such as playgrounds
and water management, and career days at schools. All
Assocaiations need to start planning now for April 2009 events.
IFLA Newsletter - A future issue will be devoted to the
Americas Region, probably the May issue, with a deadline at the
end of April, so please start thinking now about what articles
your Association or regional committees would like to submit.
Many articles could be on successful LA Month activities.
Education - This is our region's highest priority, along with the
development of our own webpage. Consequently, it was agreed in
Apeldoorn that there would be an Education Committee Meeting between
then and the next World Congress. Gloria Aponte, who has succeeded
Alejandro Cabeza as Americas committee chair, agreed to work on this
with Jim Taylor. The result is the Symposium listed below.
Education Opportunities in Landscape Archi tecture - Gloria
Aponte has taken over this project on the World level,
including all programs of our region and identifying accredited
programs.
Seminar on Landscape Education in Degree and Post-Degree
Experiences in Chile - Santiago, Chile. September 2008 -
School of Landscape Architecture at the Universidad Central of
Chile. The meeting was planned as a time for discussion and
reflection about landscape education - from approaches related
to ecology and environmental science to the aesthetics of
design and its cultural dimension. There will be a report in a
future IFLA News.
Symposium on Education in Landscape Architecture - Medellin,
Colombia - November 13-15, 2008 - Organized by the IFLA
Education Committee and the Bolivarian Pontifical University.
The goal is to pool the focus, state and perspectives of
educational programmes in landscape architecture in Latin
America. Partial funding support is being provided through the
IFLA Education Committee and ASLA is sponsoring ASLA Vice
President for Education Terry Clements as a speaker.
Cultural Landscapes - IFLA CLC Chair Patricia O'Donnell has asked
that I remind members of the IFLA Americas Region CLC to send to her
examples of Cultural Landscape Inventories and photos of a diversity
of cultural landscapes that she can post on the IFLA CLC website that
her office maintains at: http://www.iflaclc.org .
Membership - Both the Central America and Caribbean and Paraguay
Associations have been organized, but their Presidents need to send a
formal letter of application for IFLA membership, along with their
Constitution and Bylaws, to IFLA Secretary-General Virginia
Laboranti so that they can be reviewed and recommended to the World
Council for approval at the next World Congress in Brazil.
Congresses and Conferences - Organizing these meetings takes much
time and effort on behalf of the host Association, but they can also
serve as a focus to involve and gain members and students, as well as
to involve allied professional associations, such as those with which
IFLA now has Agreements - UIA, ICOMOS, and IFPRA - and publicize the
profession to the public, local and national governmental
organizations. The end result is often a strengthening of the
Association.
2009 IFLA World Council and Congress - Rio de Janiero, Brazil -
October 19 - 23 - The next IFLA Americas Region Council
Meeting will be held in conjunction with the World Council
Meetings.
2010 IFLA Americas Region Conference - Although Delegates in
Apeldoorn were excited about the possibility of Chile (ICHAP)
hosting this meeting, initially ICHAP felt that they did not
have the capability of doing so, but they are reconsidering
organizing it in cooperation with Schools of Landscape
Architecture at the Universidad Central of Chile and the
Universidad Catolica.
2011-13 IFLA Americas Region Conferences - All Delegates
should ask their Associations if they would be willing to host
conferences in these years.
2014 IFLA World Council and Congress - This rotates back to the
Americas Region again, so a host is needed.
If your Association is willing to host one of the above conferences,
please let me know as soon as possible, so that we can coordinate
responsibilities for the various years. Your support in doing this would be
greatly appreciated. There is a Conference Committee and guidebook to aid
in organizing Congresses and Conferences and the IFLA EXCO can also offer
support to you. Virginia Laboranti is chair of the IFLA Conferences and
Congresses Committee.
In closing, I hope you and your Associations are doing well and the
profession in your country is advancing. I encourage all of you to send
timely announcements of activities to Desiree so she can start assembling a
regional calendar of events for the webpage and pass them on to Christine
Bavassa to include in the IFLA News Brief. Those responsible for preparing
information for the Americas webpage also need to start to develop it as
soon as possible.
My apologies that I am unable to write this in Spanish, as well, especially
since it is so long, so I appreciate your patience in reading. If you have
